Grants.gov Campus Workshops to be Scheduled Training is currently being developed. It is expected that an overview seminar will roll out to campus at multiple locations in early April 2006. Additionally, more focused training for R03/R21 proposals due June 1, 2006 will be offered between April 15 and May 15. It is expected that these training classes will be smaller and by invitation only. Additional workshops will be scheduled as the NIH transitions more mechanisms to Grants.gov electronic submissions. Up to date information on training and electronic proposals will be posted to the C&G website OSR Deadlines for Grants.gov Submissions OSR is currently reviewing the need for a change in the UCSF internal deadline. Due to the relative newness of the Grants.gov system, it frequently requires multiple attempts to submit a proposal successfully. It is therefore essential to build-in more leadtime prior to the proposal deadline. NIH Goes to 5:00 pm Submission Deadline in Grants.gov The NIH announced a change in the time deadline for all electronic grant applications submitted through Grants.gov to no later than 5:00 pm local time of the applicant institution or organization. This change is effective with submission on April 1, 2006. After testing the server, C&G will provide guidance on how to submit an application for C&G review. The NIH Commons has an Assistant role that can be asssigned to Department administrative staff to assist the PI in entering data in the eSNAP progress report and the PI's personal profile. The OSR Research Administration Program (RAP) is providing periodic workshops to train new users. Updated Instructions Regarding Inclusion of Publications as Appendix Materials The NIH announced a change in the approach and policy regarding the inclusion of publications as Appendix materials in NIH grant applications. The text describes an aspect of management, e.g., ownership, restrictions, sharing and is followed in many instances by a case scenario or study. We deal with data in the most comprehensive sense, complementing the COGR brochure on rights in technical data that deals primarily with federal requirements for intellectual property rights in agreements. FY 2007 President's Proposed Budget President Bush presented his proposed budget for FY 2007 on February 6, 2006. The budget includes funding for the American Competitiveness Initiative (ACI) outlined in the President's State of the Union address. The focus of the ACI on enhancing the federal investment in research and development is good news for the research community. However, the promise of the ACI comes at a cost. [more...] UMMS Cited Again on Subaward Issue The University of Massachusetts Medical School (UMMS) was cited again by the HHS-OIG for unallowable costs charged by a subawardee. Several weeks ago (RRC e-mail briefs, Feb. 23) HHS-OIG found that UMMS subawardee Yale University had charged nearly $194,000 in unallowable costs. The recent finding is tied to the same grant. The OIG identified $55,746 at issue in costs claimed by Roger Williams Hospital. Of that amount, $53,655 was in unallowable cost transfers and related fringe and indirect costs and $2,091 in unsupported animal care charges and related indirect costs. Because UMMS was the primary grantee, HHS-OIG seeks reimbursement from UMMS. The OIG reported that Roger Williams Hospital has initiated actions to comply with the report's recommendations. [more...]
