April 23 Federal Research Update


Dear Colleagues,

I am writing to provide you with a brief update on federal research funding.

I have heard from many of you regarding the recent NIH/HHS update to the Civil Rights Protections section of its Grants Policy Statement (here). The Chancellor's executive team is actively studying the implications of this update in collaboration with the UC Office of the President and UC Legal's Office of General Counsel. For the immediate term, funding requests from new NIH/HHS NOAs across the university are temporarily paused to ensure that we better understand these new terms. We will be in touch soon as we have more clarity.

Regarding award activities at UCSF, there have been 62 award terminations (40 primary awards and 22 subawards). Eleven of these award terminations are in the process of appeal. There are currently 48 new award NOAs that are delayed greater than 60 days from submission of Just-in-Time, and 22 continuation award NOAs that are delayed greater than 45 days from the end of the previous year's award. We believe these delays are largely due to administrative bottlenecks at the NIH, as we continue to receive an overall reduced number of NOAs per month.
