June 25 Federal Research Update

Dear Research Community,

Welcome to the June ReSearch ReSource, which includes broader monthly updates in addition to our weekly federal updates.

For this week’s top note, I thought I would provide a brief outline of the top federal funding issues facing UCSF at the moment. I will be in Washington, DC, in early July to meet with agency leadership and key congressional staff about these issues.

Federal award terminations: UCSF has received 103 award terminations related to the administration’s executive orders since the beginning of February. Several legal cases have recently found these terminations illegal, and we are awaiting a response from the administration (legal appeal or compliance with reissuance of awards).

Federal NOA delays: We continue to track 25-30% behind our recent-year pace for receipt of federal NOAs. This is true for new and renewal NOAs.

NIH foreign subaward policy change: NIH has committed to a more rapid and simple transition to a new accounting model for its awards with foreign subawards. We have been told that guidance is expected as early as next Monday, June 30, and as late as September 30 (NOT-OD-25-104). In the meantime, UCSF has re-operationalized more than 40 impacted awards through UCSF’s Global Programs office.

NIH forward funding proposal: The NIH has announced its intention to “forward fund” its multi-year extramural awards through a Type 4 multi-year (MYF) award, meaning it would allocate the entire multi-year award into the NIH’s current year budget. This would result in a dramatic reduction in new awards for a period of years while the current out-year commitments cleared.  

Federal F&A rate negotiation: UCSF submitted comments on the recently presented Joint Association Group (JAG) F&A proposal. The JAG plans to deliver a final proposal to Congress later this week. It remains unclear how this proposal will be utilized by Congress in its negotiations later this summer.
