May 12 Federal Research Update

Dear Research Community, 

This email represents the second edition of our new Office of Research Federal Digest, which aims to create more consistency in communication, help relieve the uncertainty around when you’ll hear from us, and highlight important updates and resources for our research faculty, staff, and students. 

Here are a few updates on select federal issues:

  • NIH award terminations and delays in awards. UCSF continues to experience a steady number of award terminations.  Where appropriate, these award terminations are in the process of appeal. There are currently a modest number of new award NOAs that are delayed greater than 60 days from submission of Just-in-Time (the time at which in normal circumstances, UCSF would be concerned about some problem with issuance), and a smaller number of continuation award NOAs that are delayed greater than 45 days from the end of the previous year's award (the time at which in normal circumstances, UCSF would be concerned about some problem with issuance).   • Drawdown of NIH/HHS awards. UCSF has resumed drawdowns on NIH/HHS Notice of Awards (NOAs) under the revised grants policy statement and Title IX attestation request. UCSF investigators do not need to do anything differently; financial adjustments and drawdowns are being coordinated by Contracts and Grants Accounting (CGA) and departmental research administrators. Please contact your department’s finance administrator or the CGA service desk ([email protected]) with any questions. 

     

  • NIH pause on foreign subawards. This is a new and important issue. We have heard from many investigators with concerns about the impact of this policy change, and we are working hard to support you. Please fill out this survey if you have an award with a foreign subcontract or if you believe you may be impacted by this change. We will be providing updates in partnership with the Institute for Global Health Sciences (IGHS).

     

  • NIH revision of no-cost extension (NCE) policy. Another emerging issue, as of May 7, all requests for NCEs must be submitted as a prior approval request in eRA Commons, for NIH review and approval, rescinding the standard terms of award. We are working to understand the implications for researchers and will provide updates as we learn more.
